You can use both, but you cannot double-dip on the same expenses. If you use $5,000 from your FSA, you can only claim expenses above that amount for the tax credit. For most families, using the FSA first provides the biggest savings.
It depends. If the program provides custodial care (meaning your child is supervised while you work), it may qualify. A Saturday morning soccer league probably doesn't qualify, but a full-day sports camp during summer break likely does.
